Hugo is a spy posing as a physician who works under Salvatna; the Executive Proprietor for Layer 9.

Early life:
Hugo was born into an underground rebellion, and was raised to pose as the genius medical prodigy to a wealthy family in order to infiltrate highly political and military environments. They were born during a time of extreme political turmoil, when the Savati were heavily scrutinized for their actions during the black out wars; so in an attempt to look more human and not stick out as Savati Hugo underwent surgical procedures at a young age, dyes their hair black, and has been taking medication for years to stunt growth and facial change.

Beginning of story:
Hugo has finally achieved the perfect position to secretly gather information on political figures for the rebellion, however in order to do this for the majority of the day they have to have their memories wiped and replaced in case they are integrated; since the majority of government workers who deal with classified information have to have their memories tracked and recorded in order to catch insubordination. Hugo now finds themself split between two lives, one in a half lucid state trying to understand why their memories make no sense and trying to remember the truth, the other wishing they never remembered.
