In the humble Midwestern town of Cirrane, Many crazy occurrences tend to happen there, even though its occupants tend not to mind it as much. The most odd presence of all is the self-proclaimed "The Bringer of Joy, Protector of Cirrane" Giggiline. The happy-go-lucky, zany clown has been protector of Cirrane as far as the town's founding. No one knows if she is even human, but all in town knows their homes can't be any safer with the clown heroine around to protect them.

She seems to be quite all powerful but only in the town of Cirrane and some outskirts of it. but her power depends on how happy/joyous she's feeling. She can pretty create anything in the town so long as she feels a good enough sense of happiness as well as how happy people around her is. For centuries, Giggiline has trumps all sorts of baddies and evildoers that would disturb the peace of her home, from the simplest of pickpockets, to the nastiest of scoundrels. She also entertains the people of Cirrance, from her occasional carnivals she spontaneously constructs for the kids, to the goofiest pranks she inflicts to certain folks that get out of line.
