Was a pompous restaurant owner in Celadon. Nobody knows how, but he went on a leisurely boat ride one day, and ended up in Juno, the city of boats where nobody enters or leaves. They took him in and questioned him, because who just waltzes in there? He was going to be executed, but he used his shrewd mind and people skills to save his skin and eventually become a famous restauranter. He's interesting like that; amazing at reading groups of people, but individuals elude him.
He got stupid with his money and decided to make some kind of sentient mascot. The thing ended up hating his guts, cursing his name, and banishing Bill to the depths of society. He's lost everything. His mind, his health, his status, and his power. Who knows what he'll do next?
