Finner is a Water-type gym leader I made up.  He's kinda somber and has an air of sadness about him because he lost his dad in a boating accident.  Also he's super attached to his Eevee/Vaporeon.  That's all I've got.  Dunno what region he's from or anything

(Note: whatever region he's in, he'd be the 4th gym leader.  Also, if there's Mega Evolution in that region, he'd probably Mega Evolve his Gyarados, at least in a rematch)
