Writing a YA body horror dystopian (tw for VERY disturbing topics, and an image of a skull)

It's about this kid who gets arrested and then undergoes a experimental operation that turns criminals into animals. Except, they still have human thoughts and feelings, and most of all, human eyes. They become a dog-human-thing, and is adopted by a rich guy to be a guard dog.

I'd like to see if people are interested in this idea, and if anyone has any ideas or opinions.
